[Bug 400072] [NEW] please backport lintian 2.2.13 from Karmic

please backport the latest lintian from karmic. Debian uses the 3.8.2
standard now and there is no corresponding lintian checker available in
hardy.
Actually, I did try and backport this myself. Compilation of the
package was fine straight from Karmic. But the resulting package is
faulty, it seems. I get the following errors. I think perl isn't
recent enough.
