[Bug 404244] [NEW] Backport dhcp3-* to 3.1+

Public bug reported:

Version 3.1 of the dhcp3-* packages have many new and important
features.  Especially the new "Support for compressed 'domain name list'
style DHCP option contents, and in particular the domain search option
(#119) was added. "

The dependencies do not seem to be extreme, so pretty please backport
this package to Hardy.
