[Bug 387062] [NEW] please backport quilt 0.46-7 from karmic

Public bug reported:

it provides the debhelper plugin for dh so that the short rules can be
used like this

%:
       dh --with quilt $@

A lot of packages will start using it in karmic so it will be useful to
have it in the backports. It already made FTBFS some of my other
packages I wanted to backport =) bug #384976

I did setup hardy pbuilder with back ports enabled. quilt from karmic
does build successfully in it.
