[Bug 591022] [NEW] Backport Grace 5.1.22-7 from Maverick to Lucid

Grace 5.1.22-7 now in Maverick introduced several fixes and improvements
over version 5.1.22-5 in Lucid (listed below). Version 5.1.22-7 builds
perfectly under lucid.

     logic from rules, and remove Build-Depends on sharutils and quilt.
