Thank you for requesting this backport.  The requirements of an Ubuntu
backport are that the package build, install, and run on the target
release.  Could you please verify that icinga 1.4.2-1 from 11.10,
builds, installs, and runs on 11.04?

As for packaging icinga-web, you might want to get in touch with the
Debian Nagios Team: http://wiki.debian.org/PkgNagios
