[Bug 801996] [NEW] Please backport squid3 v3.1.x

Public bug reported:

The latest version of the squid3 package for Ubuntu 10.04 is
3.0.STABLE19, which is outdated and does not support a number of
features and fixes. Please backport a more recent version (in the 3.1.x
range would be perfect).
