Please backport gnupg2 2.0.19-1ubuntu1 (main) from raring to quantal.

Reason for the backport:
========================
Gnupg version 2.0.19 adds support for OpenPGP cards v 2.0 that can store and handle 4096 bits keys.
The support where added in uppstream commit http://git.gnupg.org/cgi-bin/gitweb.cgi?p=gnupg.git;a=commit;h=fb44677c9f2cab6bac08d04d675554b38f64382a
The package is uploaded to ppa:karl-h-thoren/backports 

I did not test all the Reverse-Depends as I hit the bug
