Please backport logisim 2.7.1~dfsg-1 (universe) from quantal to precise.

Reason for the backport:

Logisim was packaged a bit too late to be synced into precise, so I'm requesting a backport instead.

You can test-build the backport in your PPA with backportpackage:
$ backportpackage -u ppa:<lp username>/<ppa name> -s quantal -d precise logisim
