If you are to ignore "legal" issues then you are promoting/performing
"piracy". And in that case, we should not only discourage such
projects, legal actions should be taken to punish such attempts. If
you are such a Linux fan, please don't use Linux as a vehicle to
promote piracy. Ther's already enough misunderstanding about FOSS due
to these type of amateurish attempts. Above all this actions help
supporter of proprietary software to spread FUD about FOSS.
But going back to the question of who to legalize it? I guess the
answer is in finding "how" not "who".
For a start find out if BD has got software copyright laws in place?
Is it under IP/Patent pact with other countries? Does it conforms to
WIPO treties (http://en.wikipedia.org/wiki/World_Intellectual_Property_Organization).
At the same time, find out the IP/Patent rights associated with the
codecs that you want to include in your distribution.
You will see that things are starting to make sense.
