After such power failures you might fall into some other problems as well.

Let me get you into the failsafe procedures you can follow:

1. Scan the HDD with BIOS's scanner(I have in my laptop).
2. Scan the HDD with the failsafe recovery mode at your grub option
3. at failsafe recovery attempt to fix x-server if damaged
4. make /tmp as writable sometimes it gets locked
5. make the X11 folder as unlocked it should be writable

Also follow Angel's instructions for specifically your problem. These are
the steps which will make your life easy with Linux.
