You can use virtual box. I believe installation is as simple as "sudo apt-get install virtualbox"

You also can install VMWare server (proprietary), qemu, KVM, OpenVZ, and xen. (https://help.ubuntu.com/community/Virtualisation)
Once you install the server (most cases it is called host), you have add your guest OS. In your case guest will be Windows 2000/XP.
