He meant all the codecs which come from restricted repo are restricted format (isn't it obvious?). If you want to know more about restricted codecs:
If codecs (encoder/decoders) can encode/decode proprietary formats and patent issues are related, then most likely those codecs are restricted.
The ones you have mentioned: X264, LAME, XVid all of them can either encode or decode or both to or from proprietary formats (mp3, h264,h263, mpg and so on). I hope this answers your question!
