I did not have to do any configuration via terminal and the environment is *almost* same as ubuntu interpid (gnome) for both Debian 4 and 5. The only trouble I had to face was I could not find firefox. Later I found Debian has IceWeasel (which is derived version of firefox for debian). But I agree, debian may not be very user friendly for most of the new bies (that also depends on the skill of the new-bie).
P4 1.7 GHz sounds okay for ubuntu. I am running jaunty on a 1.6GHz atom processor machine (those net books). If your friend can get some more RAM, he will be fine for most of the applications as long he expects to see what he should see from that configuration of pc (some people expect magic to happen :P). If RAM is an issue, I would go with small Linux distros as suggested.
