That is normal. If you put a cable on a public road, you are doing a
"temporary privatisation of the public domain".
The city of Sint-Niklaas gives the following info (other cities will have
similar rules):

It seems you need permission for commercial advertising on the public
domain, and we all know Ubuntu isn't commercial, but explain that to a
