[Ubuntu-be] New LoCo Contact for Ubuntu Belgium

Hello all,

Jan Bongaerts will take over from me as the new LoCo Contact for the
Belgian LoCoTeam.  He has been active in Ubuntu-be for several years,
and I'm sure he will be a good loco contact for us.

Also, don't worry, I am stepping down as the locoteam contact, but will
remain active in the locoteam and the wider ubuntu community.  :-)
