Well, I seem to have fixed my problem of the disappearing mouse.
In the gnome bluetooth manager under preferences I had to select the radio button that says "visible and connectable for other devices" I had previously selected "other devices can connect"

I left the mouse untouched for 2 hours and it came back fine. Everything
seems to work.
