This bug was fixed in the package libpam-blue - 0.9.0-2ubuntu1

libpam-blue (0.9.0-2ubuntu1) intrepid; urgency=low

  * Changed libbluetooth2-dev to libbluetooth-dev (LP: #276343)
  * Removed the regenerating commands for autotools
    - there are no changes to configure.in, thus no need
    to rebuild the configure files and the assiocated fun
    that goes with that.
