I have a Microsoft Intellimouse Explorer for Bluetooth too and have the
exact same problem.

The only thing i tried yet is "sudo hciconfig hci0 pscan", but it didn't work for me.

I have this problem after restart, resume from sleep, resume from
hibernate and when not touching the mouse for a while (my guess is about
5min too)
