This seems definitely more a Bluez bug than a kernel bug. (But of course the kernel could be held responsible for the Bluez problems :-)

Without Bluez, the dongle functions with btusb.
With bluetoothd started, things are broken.

I stop everything:

Looks like the dongle is functioning OK. It sees my phone and pings it.
