This is the bug: there not only is no UI but also *wrong* documentation.

1. gnome help says in german:

Empfangene Dateien werden daraufhin im Ordner Downloads in Ihrem
persönlichen Ordner gespeichert.

my poor english translation:

received file are thereupon saved in folder Downloads in your personal
folder.

To me this leaves no doubt that $HOME/Downloads is meant in gnome help
(yelp). Sorry but there also is no gui in yelp to give you hrefs
(another bug/story). I looked in $.gnome2/yelp-bookmarks.xbel and found
