[Bug 645391] [NEW] Personal File Sharing Preferences Doesn't Work Out of the Box, With No Indication on How to Make it Work

Public bug reported:
Tried to turn on Personal File Sharing, was faced with this message:
"This feature cannot be enabled because the required packages are not
installed on your system."
What does that mean? What do I need to install? This should either a) be
installed by default - why have this in the menu and not have it work,
b) give me the ability to install it, c) at least tell me what I need to
install on my own.
