I have the same issue with Bluetooth.

Notebook: DELL Vostro 1015 w/ Atheros Wifi+BT combo.

sudo hciconfig hci0 up:
Can't init device hci0: Connection timed out (110)

"sudo service bluetooth restart" does NOT work for me.
