[Bug 885814] [NEW] bluetooth application doesn't pair the bluetooth phone

Public bug reported:

an external usb bluetooth adapter fails to connect to other devices
under the bluetooth application. It reconglizes the devices but fail to
pair. Different types of PIN verification had been used.
