[Bug 237284] Re: Receiving a file via bluetooth fails

Enabling "Receive files over Bluetooth" is enough to make it work for
me, but I don't understand

1) Why this is disabled by default
2) Why the setting is in such an obscure location. Personal File Sharing cannot be found in System Settings in 12.04, nor via the default Bluetooth manager, so how is the user expected to find and enable this?
