[Bug 1024560] [NEW] bluetoothd cannot be disabled

Public bug reported:

It used to be possible to disable the bluetooth  daemon in
/etc/default/*, but this is no longer possible. This is inconsistent
with other services which start at boot.

Please add this behaviour back or document clearly how users can remove
the service without having to remove unrelated packages. Removing bluez
causes multiple other packages to be deleted for no good reason.
