[Bug 1003167] [NEW] Ubuntu 12.04 fails to return bluetooth dongle to HID proxy mode at shutdown

Public bug reported:

Moved from Ubuntu 10.04 to 12.04, clean install. Bluetooth dongle was working properly in 10.04, swtching from HID to HCI on boot and back to HID mode on shutdown. In 12.04, the dongle is switched from HID to HCI but is not returned to HID proxy mode. Failure to switch back to HID proxy mode renders the keyboard unavailable in BIOS mode.
