[Bug 1458304] [NEW] bluemon applet only starts randomly in unity

Public bug reported:
and there's no way to figure out how to start it manually (`sudo service
bluemon restart` does nothing and there's no `systemd` unit). The applet
was present right after installation, but only unreliably after restarts
(system restart is the only way to start it with a certain low
probability).
