[Ubuntu-BR] problema para compilar pacote

Olá a todos!
Estou com um problema para compilar o seguinte programa
http://www.gnomefiles.org/app.php/netspeed
Segundo o readme do install, seria ir na pasta e rodar o ./configure, mas
depois de rodar o script aparece o seguinte:

checking for NETSPEED... configure: error: Package requirements (
libgnomeui-2.0 >= 2.8.0 libpanelapplet-2.0 libgtop-2.0 >= 2.10.0) were not
met.
Consider adjusting the PKG_CONFIG_PATH environment variable if you
installed software in a non-standard prefix.

Alternatively you may set the NETSPEED_CFLAGS and NETSPEED_LIBS environment
variables
to avoid the need to call pkg-config.  See the pkg-config man page for
more details.

Não entendi direito, é pq aqueles pacotes estão faltando? Pq eu tentei
baixar eles e qnd eu dou um apt-get, diz que já está instalado
