Perhaps make a new bug under 'ubuntu' with a general title and description:

"Make Ubuntu more stable"

"This is a place-holder bug for a class of general bugs filed under the 
'ubuntu' package. <add some criteria here>"


Then after each stable release we can mark it as 'Fix Released' if the 
reviews are good ;)
