Bug Announces in #ubuntu-bugs

Please note that I'm not that much involved with the BugSquad at the
moment, but here's just my general thoughts.

      * ubotu is generally useful. Ignoring it is probably not what
        people want.
      * Just looking at the discussion thread it feels to me that
        there's a disconnect between the interests of developers and
        people doing Bug triage and might be new to the team.
      * People who are in the Bug Squad community don't really have a
        'home' to discuss things in. #ubuntu-bugs is far too noisy for
        that.
