[Bug 79222] RFE: add documentation to bughelper

Public bug reported:

https://wiki.ubuntu.com/BugHelper/Tutorial is already a good start, but
I think it'd be great if we had a ./docs/ directory in the branch, which
people would have with a checkout or with their installation of
bughelper. We also have information scattered across the wiki and the
mailing list, it'd be nice to have somebody maintaining that also.

docs/tutorial/adding-clues, docs/tutorial/using-bughelper,
docs/processes, docs/development, docs/examples, docs/workflow are
things I can already think of.
