[Bug 81282] Usability improvements for command-line options

We should do some usability testing on bughelper, bugxml, and bugnumbers
to see if we can get better usability out of the command-line tools.  I
looked at them and it's not very obvious what I need to do to do
primitive queries and how to save clue files.

This probably implies we need better help files as well.
