A reminder to use the regression tags

As we approach release it's esp. important to catch potential 
regressions as they make for a particularly bad user experience.

We have a pretty good system now for flagging and escalating them on to 
the developers [1][2] but I want to spread the word about actually using 
the tags in every-day triage. When you read a bug please keep in mind 
whether it may represent a regression and tag it accordingly.
