So as I have said it look like the system is not installed but is
running.
It is still changing my MOTD, listing how many packages need to
upgraded.
3) GPG and email is very do able for me, and very acceptable.
I am using IE8,,,(Please say nothing this is policy) UUUUGGGGHHHH, yuck.

As for 4 and 5 the issue is lack of ease! And links taking a user in
circles.
When I am hitting pages like this I have already spent a fair amount of
time going through everything I know.
To have to spend another hour or two to report what I have considered a
bug is very frustrating.
Take this issue, very minor, except that are legal department has set
some very stiff guide lines for login procedures.
I have spent over 6 man hours just to get to this point and have had to
report it to my boss as time spent not doing my job.

This was a red herring and my mistake, that file was leftover on my
system from a previous release. Sorry about that.

apt-cache show update-motd tells us:

This package installs a script in /etc/profile.d that dynamically
generates a message-of-the-day by running scripts installed in
/etc/update-motd.d, in lexical order.

Other packages, or system administrators should symlink scripts into
/etc/update-motd.d, pre-pending a 2-digit number to handle ordering.

The functionality formerly provided by this package is now integrated
into pam_motd, in libpam-modules.

Further information about how it can be configured can be found by using
'man update-motd'. It looks like you can remove some of those scripts
or add your own.

I think this is answered by the package being superceded.

Ah, that is a fair point I figured everybody has an Ubuntu desktop! I
recently filed a bug about being able to use apport to generate a bug
report formatted for e-mailing to Launchpad. Emails to launchpad need
to GPG signed though - is that something that might work for you?

This is because moinmoin is turning the url into a link. I'd like to
fix this but I couldn't easily find a way of making moinmoin not linkify
it. Does anybody have any ideas?

This is likely an issue with Launchpad itself. However, what browser
are you using?

It is odd that you didn't get the same "Error on page" message you
mentioned in section 4.b.ii. I'll follow up with the Launchpad team
regarding the timeout error though.
