An unresolvable problem occurred while calculating the upgrade.

Every time I try to run Update Manager, it fails and give the following message:
"An unresolvable problem occurred while calculating the upgrade."
"Could not calculate the upgrade"
Please report this bug against the 'update-manager' package and include the following error message:'E:Error, pkgProblemResolver::Resolve generated breaks, this may be caused by held packages.'
I cannot find Package Manager, I cannot figure out how to resolve the error problems.
Please advise!
