I'm running an experiment about reporting upstream

I'm going to make an experiment: I'm going to ask users to report bugs 
upstream themselves by providing clear instructions about how to do so.

For that I'm going to set bugs status to incomplete. But I'll be 
subscribed to the bug report and, if it expires, I'll tell upstream myself.

The goal is to figure out if reporting upstream can be delegated to 
users. Just wanted to make clear that every affected report will be 
equally attended during this test.
