[Bug 129530] can't choose dvd write speed in k3b

Public bug reported:

Binary package hint: k3b

While trying to burn a dvd+r in k3b, the option to specify the write
speed is ignored. For instance if I set it to 2.4x or 1x, k3b still
tells me that it is writing at 4.10x, i.e. the top speed for my dvd
writer. This is not a trivial problem because it means that people with
poorly functioning dvd writers may not be able to back up their data.
