Perhaps I was just too impatient previously...

Totem-xine can play this file, and ffmpeg can process it too. Rhythmbox
cannot play this file. The Desktop preview feature plays the file
correctly.

It seems as though the gstreamer plugin that detects the length of the
audio in a .WAV file breaks when using this file.
