This bug was fixed in the package kboincspy - 0.9.1-6ubuntu1

  * debian/rules:
    - Set correct path to libtool.m4, ltmain.sh; otherwise it FTBFS.
    - Add --without-arts option to configure to build without aRTs support
      (LP: #320915).
