Cannot install Ubuntu

This might be a stupid question, but it happened to my roommate so there is
a precedence...  When you burnt the ISO, did you burn the ISO to the disk
(in windows this would have to be done with a program such as isorecorder
(freeware), roxio, nero, etc), or did you just use windows explorer to burn
the data to the disk?  Like I said, my roommate did this, and the result was
a CD containing an ISO file, which is not bootable.
