You will need to have gigabit between your server and switch(es) as the 
bandwidth requirements for that many computers will be large. 4gb of RAM 
should be enough to start, but the more the better. You might be better 
off buying 3 small servers each serving 10 clients. That way you could 
get away with 10/100 networking with less ram and CPU power per server.

Finally, there are lightweight versions of Ubuntu that you could easily 
run on those machines. Xubuntu is designed for older systems with little 
memory. You might be better off upgrading to 256MB of RAM in each 
machine with your server budget.

Just a few thoughts from someone who was in a similar situation last year.
