One idea would be to set up an LDAP server, and have each tag be an "ou"
or organizational unit. This wouldn't allow a single person to have
multiple tags though. But ti would let you limit access to specific
tags, because you can set up permissions to access each ou.
This approach would not be for the faint at heart, nor the technically
challenged. Frankly I'm not sure I could help you do it. I've got an
LDAP server set up and have various ou's, but I haven't bothered with
the access restrictions.
Just an idea, likely to find better.
