But "support for" is the vague and troubling part. Do they mean ensuring 
that all of our public institutions store their (our?) data in free(dom) 
formats and that all of the software they use is also free? The French 
government moved to Ubuntu for this, among other, obvious reasons. 
Openness and transparency in government applies to the infrastructure 
and technological mechanisms they are dependent on. The danger of having 
all of our government documents and records held hostage in non-free 
formats is just too consequential to be ignored.
