Users formating USB disks

Hey there penguin lovers.

Interesting problem.

I just had my daughter come up to me because she was unable to format
her USB stick in her computer. It's never been a problem for me of
course. But then, I have root access.

I did a little bit of googling but came up bare. Is there any way one
can give users the ability to format usb sticks without also giving them
root access to either, other hard disks, or other non-disk USB devices?

Let me know if you have any ideas.
