Teksavvy.com are consistently awesome.  Just about everyone I know uses 
them, and I have 2 lines with them myself.

If you're willing to do a bit of hackery (installing tomato-ppp on a 
WRT) you can even get around Bell's throttling by connecting to them via 
ML-PPP, which works on a single link as well.
