Kirk, I went from Firefox to epiphany because I could not get videos ( youtube and such) to work with firefox and that was fixed by switching to Epiphany. Thank you anyway, Ray

Ah, lightbulb moment for me - thanks for the clarification.
So you're using Epiphany. It downloads to a specific directory (Check
the preferences dialogue). If that is set to "Filesystem" then it is
actually saving it into /tmp. You can find your PDFs there and open
with Evince manually I think.
As for why Epiphany is not passing the PDF properly to Evince I don't
know. It works on my machine but I don't use Epiphany and can't help
much more, sorry.
I could suggest you use Firefox instead of Epiphany, but I'm not sure
yet another application in the mix is going to help you here.

wait till the download is complete and then no matter what I click,

While in the email program?
Epiphany is a browser so clicking on a PDF will save the file, hence
the download window, unless you associate another action with that file
type. Once a file is downloaded right click to get the menu. Choose
Properties and then go to the Open tab to select Open Office, Evince or
Acrobat to associate with this type of file. Once the OS know how to
deal with that file it should open them directly without the download.
You wrote originally..." i am
using
Ubuntu
9.04 with Epiphany and cant read PDF from emails" and, as I understand
it, this is confusing as emails do not have anything to do with your
browser.

What happens when you right click on the attachment in the email

I use Open Office and all email attached PDFs
work
just
fine and open automatically with a double click.
