A lot of Toshibas have a hardware switch for the bluetooth.  At the risk
of asking the obvious, have you found it and turned it on? :)

Are there any other letters in the model-number after the D?  look on
the sticker on the bottom.  This will help you confirm more exactly that
it does for sure have bluetooth, as there are many sub-models of P200D.
