You're probably looking for the Ubuntu Canada web site, 
http://www.ubuntu-ca.org/

There's a project under way to fix up the web site.  Adding a forum 
would be one way to do that.  Have a look at the Ubuntu-ca Web Project 
page: https://launchpad.net/~ubuntu-ca-website

There hasn't been much activity yet - the Web team has only been around 
for just over a month.  Irony alert: We collaborate using a mailing list...
