The snippet you have is a patch...
try:
$ cp /usr/share/eucalyptus/gen_kvm_libvirt_xml 
/usr/share/eucalyptus/gen_kvm_libvirt_xml.backup
$ sudo patch -p0 /usr/share/eucalyptus/gen_kvm_libvirt_xml < 
that_file_you_have.txt

Alternatively, manually edit the file - removing the lines starting "-", 
and adding the lines that start "+" (or edit where necessary to make it 
match).
