Free Culture 16.04

Hello everyone. The wiki page(1) for the free culture showcase and the 
soundcloud and vimeo groups have all been updated for 16.04. In speaking 
with Nathan, he's proposing the following schedule for submissions:

> * Leaves 1½ weeks for packaging before xenial UI freeze.

I'm curious about why we don't go ahead and open for submissions 
starting about now, which gives 2 months for submissions to be created. 
We can then close judging a little earlier and make sure we have plenty 
of time to get it in before the freeze. Perhaps,

* Open submissions ~Nowish
* Close submissions Sunday, 14 February 2016
* Judging ends Sunday, 21 February 2016
* Leaves 2½ weeks for packaging before xenial UI freeze.

Thoughts? Do we know who will be judging?
